Premier League club chairman and chief executives will push for new rules to help control spiralling players' salaries, escalating transfer fees and out of control agent payments in a September summit, ESPN can reveal.
With only seven of the 20 elite clubs proving profitable, despite the enormous sums pouring into the game, officials will meet to discuss tackling Premier League finances head on, with some form of salary cap on the agenda at the 'Future of the Game' conference.
Phillip Beard, chief executive of QPR, told ESPN: "The game is so competitive it tempts clubs to push their financial boundaries, so the challenge is how to manage them as each club is a different size and scale to the next. There are different forms of investment so the detail has to be very carefully worked out.
"But I agree that no one is immune to what has happened to Glasgow Rangers and Portsmouth, and it is not healthy if 13 or 14 clubs in the Premier League are not profitable, but you have to look at Manchester City who made a loss last season yet they are the wealthiest club in the world.
"The fact is that clubs want to manage their own business and not be told how to manage and run their business, and while we won't get to where the States have no promotion or relegation, salary caps and a draft system, it is clear that a club like QPR need to be party to whatever discussions will take place, and how best to use the new TV money coming in."
"However, it is clear that everybody wants to find a route to run football in a sensible business way."But while Beard is happy to take the middle ground, others owners want a salary cap, which could take the form of a collective percentage of turn over or a spend limit.
Other Premier League club chiefs have also commented on the situation to ESPN in recent weeks.
Dave Whelan, the Wigan chairman, said: "We all agree that there now needs to be controls over wages, even Manchester United agree. Manchester City have frightened everybody, they have blown everyone out of the water with the levels of salaries they are paying
"David Gill has made it clear he would support some kind of control, how the controls are put into place is the tricky bit. Personally I wouldn't be afraid to take the toughest route of all and have a ceiling on how much each club can pay in wages; a salary limit needs to be enforced.
"It would make our league even more competitive, it isn't a means of bringing the top clubs down to our level. We would have a limit that clubs like Wigan would never reach."
So far only the Football League have implemented rules governing the finances of clubs, and those failing to live within their means risk a transfer embargo and heavy fines. Whether the Premier league clubs will want to put into play such disciplinary safeguards remains to be seen.
Stoke chairman Peter Coates said: "The object, and this is the huge challenge in front of us all, is run football clubs in a responsible manner, and the fact that clubs have been run with huge debts in the past doesn't make it right, nor makes it something that doesn't need to be addressed, it does
"I believe the clubs are now up to meet the challenge. It might be a complicated formula that is required, but it is something that the clubs can devise amongst themselves.
"There has been a tremendous hike in Premier League earnings ... that increase in income keeps coming while half or more than half of the Premier League clubs are not running into profit. Something is wrong there.
"The Football League have implemented new rules and we have to take a close look at what we need to do in the Premier league. There is a Financial Fair Play rule in Europe but that only governs about eight of our clubs, so we need a sensible dialogue with all of our clubs to find the way forward."
"The goal is simple - that all clubs in the Premier League are self sustainable. I am sure we are all up to meeting that challenge."

R's went down 2-1 to Leyton Orient’s First Team this afternoon ...
QPR Reserves lost 2-1 to Leyton Orient’s First Team at Harlington this afternoon.
A goal in each half from David Mooney and Dean Cox put the visitors 2-0 up before Mo Sharif netted a stunning free-kick to halve the deficit late on.
Taken by coach Marc Bircham, the Reserves featured a mixture of experience and youth.
Aaron Lennox was between the sticks for Rangers while Bradley Simmonds, Taylor Parmenter, Jamie Sendles-White and Mo Sharif made up the backline from right to left.
Three trialists featured in midfield alongside Tommy Smith, who played in the centre while Jay Bothroyd partnered Rob Hulse in attack.
Cox nearly gave Orient the lead inside the opening two minutes with an excellent low drive from 20 yards, but his shot was brilliantly tipped to safety by Lennox.
There were few clear cut opportunities in the opening 20 minutes with the R’s backline working very well as a unit, leading to a number of offsides against the Orient attack.
But on 22 minutes Lennox brought down Mooney in the area and the referee pointed to the spot without hesitation.
Mooney himself took the penalty and put Russell Slade’s men 1-0 up.
The O’s played some good, passing football as they put the finishing touches to their pre-season preparations ahead of their opener which will actually come in the Capital One Cup against Charlton a week today at the Valley.
Slade’s side doubled their lead within two minutes of the second half. Cox broke clear and coolly rounded Lennox before finishing.
Troy Hewitt almost pulled one back for Rangers within five minutes. The 22 year-old, on at half-time, turned his man brilliantly before firing a vicious shot which went just over the bar from 25 yards.
Just before the hour-mark Hewitt again went close, this time beating the O’s offside trap before seeing his shot well blocked by the out-rushing Ryan Allsop.
Orient nearly grabbed a third when Mooney’s shot from 18 yards deflected off Jake Downes to totally wrong-foot Lennox, but his effort crashed into the side netting.
Angelo Balanta was introduced by Bircham with 20 minutes remaining to add some creativity to the side.
Sharif, playing at left-back, was a constant threat down the flank as he looked to support the attack, and on 71 minutes he got Rangers back into the game with a sensational set-piece.
Anthony Griffin was penalised for handball 25 yards from goal, and Sharif found the top right-hand corner with a fantastic, curling effort which gave Allsop no chance in the Orient goal.
The R’s were unable to build on that strike, however, although Sharif nearly levelled late on with a carbon-copy free-kick, but this time his shot flew over the bar.
